Just when I thought I had exhausted all possible reasons for a decline, I received a new one: exceeds 20 review limit. Maybe I was asleep when this policy was instituted, but apparently there's a quota of 20 review submissions per week. I knoe this must be a fairly recent rule, as I've consistently exceeded that number. When did this come about, and is it only temporary, owing to a large backlog? Also, for review submission purposes, when does the fwfr week begin? I guess I'll have to keep a backup file to store all my future declines.
