I had a review declined because the film is not listed in the IMDB database. Is that the FWFR policy? Because the film is confirmed (just not by IMDB).

The film, by the way, is "The Owl In Daylight", a biopic of Philip K Dick starring and produced by Paul Giamatti. My FWFR was:
"A Sideways Dick?" Corny, I know...

BUT ... you could try adding it to the IMDB. I'm not exactly sure, but you may have to register first in order to do that. Anyone familiar with the exact procedure?

The Imdb is the bible for fwfr movie acceptance.

Benj has to go by some rule of thumb otherwise people would be submitting reviews for their '1976 Summer Holiday by the Sea'.

That's a bit of an extreme example (even though it was a great summer and a wonderful piece of amatuer camerawork.)

It's a hassle, but it is possible. Go here. For a film to be accepted, you have to provide several pieces of evidence. Be warned, the interface for doing so is not that user-friendly.

I'm confused. It's not on IMDb which means it can't possibly be added to fwfr.

Is this an old film, or something that's going to be happening in the future? If it's a future film then I very much doubt IMDb will need a member of the public to add films for them. They'll add it with appropriate status (pre-production etc) when they get the info from the studio etc.

I don't know how IMDB operates; I thought anyone can add a film. I updated info on a short film and added it to my movies at imdb: http://www.imdb.com/mymovies/list
