Is there a rule about when/how a topic gets stickified

I'm asking again about JTC's Accolade Central post which I know others find as helpful as I do.

I agree that it should be. I'm planning to provide a list of links to mine too, so if I do all that, I don't want it to get lost in a month.

Generally, if you folks want something stickified, I'll stickify it.

Was not aware there was currently a request for something to be stickified
