I don't think it's valid for governments to legislate about language (I mean in general -- there are exceptions such as racist abuse etc.), but they were certainly of the right opinion. In these cases where the final -s is not even pronounced in the unpossessive form, it is particularly ridiculous to just add an apostrophe -- no one could claim that they don't add a "z" sound when using the possessive.

Yes but I am barely keeping ahead of Mr. Smithee - he keeps threatening to overtake me in the rankings.

As to Arkansas' legislature passing laws - I live here and many of our State Representatives don't speak anything close to the Queens English. (I left the ' out of Queens because I am referring to the burrow in New York).
